The Bolt meets all the requirements.

If a Washington state resident wanted to buy a Bolt today , I would just contact the department of licensing and make sure there isn't going to be any issues at the location you go to register the car and pay your taxes and fees.
Starting on July 1, 2016:
Whether you’re buying or leasing, vehicles with a base model purchase price of less than $42,500 are eligible for the sales tax incentive.
The sales tax exemption is applicable for up to $32,000 of a vehicle’s final sale price.
This tax incentive expires July 1, 2019, or after Washington sells 7,500 vehicles that qualify for the exemption – whichever comes first.

Eligible vehicles: Passenger cars, light-duty trucks, and medium-duty passenger vehicles are eligible for the sales tax exemptions if they meet the following criteria:
Are exclusively powered by a clean alternative fuel, or
Are capable of traveling at least 30 miles using only battery power. This requirement covers dedicated electric cars, and plug-in hybrid electric vehicles with an all-electric range of 30 miles or more.
 
Update from my dealer (Wentworth Chevrolet in Portland). My Bolt is on a train after a QC diversion in Ohio. It is due into the rail port in Portland on Dec 29th. So, a December delivery will be very, very tight.

I need to call the WA DOL (I am a WA resident) to see if I actually can get the sales tax exemption if I buy the Bolt before it gets put on the official list. That may motivate a January delivery for me.

I just test drove an orange burst Bolt LT, it was great and everything I hoped it would be. Excellent handling,fast acceleration and a joy to drive. The sales guy told me that typically they get the invoice 2 to 3 days before the car arrives but they have not received any on the cars they have currently in transit.

If you click on the link I included in my post it will take you to his blog. There are three pages on his blog chronicling his Bolt's odyssey, also how he obtained the rail car number so he can track it.

I'd already read that but it does not say where he is getting the information on the train position.
 
If you read the entire blog it tells you that once you have the rail car number you have to go to the Corvette forum and they have instructions posted there. Read the blog in it's entirety everything is there.
 
I'd read this already also. The missing info for those of us who also have a car on this train and would like to follow its progress ourselves is the number. I asked my dealer but he did not have this information or wasn't prepared to give it out.

Reducing or eliminating the Federal Tax Credit would take an act of Congress. While possible, it is extremely unlikely that they would make it retroactive to purchases made prior to their changing the Tax Code.

Unlike you, I think it is extremely likely. Granted they won't eliminate the credit for 2016, but for 2017....totally.
Given that they have just asked dept of state to account for every penny spent on 'green' initiatives, demanded names of employees involved in climate change conferences etc. Hatred for wind turbines. No, they will see this as an easy thing.
Since my car is stuck in Michigan, and it looks like it won't be here this year, I'm beginning to wonder if I should still buy it.

Is there any precedence for retroactive tax increases? I'm aware of instances of retroactive tax cuts, but increases?

People don't file until April. So, if they pass the repeal of the credit in January....that's only kind of retroactive.
And yes, there is precedent:
"According to the Department of Revenue (DOR), lawmakers have approved several retroactive tax increases in recent years including:

SB 6096 (2009);
2ESSB 6143 (2010); and
EHB 2075 (2013)."

I'm more optimistic and agree with DucRider. I think changes will move slower and be more difficult then Trump thinks. But if you want certainty hold off on buying or just lease.

No need to be suspicious, just look at who he's appointing. He managed to pry every possible fossil fuel advocate and climate change denier out of the woodwork. His energy policy will be drill, baby drill, and dig, baby dig. All supports for the renewables industry are as good as gone.

An update for you WA residents: I called the WA DOL and asked about the Bolt and it not being listed on the official list of vehicles exempt from some sales taxes. Of course, I got the answer "But the Volt is on the list". This name thing is going to get really old.

Once I clarified for them they looked at the Chevy website, saw the car for sale, read the requirements and said "We'll call you back about the list".

They called 4 hours later and said the official WA list will be updated to include the Bolt and will be published by the end of this week.

I've been through the websites of the dealers in Portland that I know about:

Wentworth (inner east side)
Tonkin (outer east side)
Carr (Beaverton -- west suburb)
Bruce (Hillsboro -- further west)
Wilsonville (south suburb)
McLaughlin (Gladstone -- SSE suburb)

Some have inventory posted on their websites, some do not. Some come up when I do a inventory search on chevrolet.com, some do not. Some show up on their own websites but not on chevrolet.com, and some show up on chevrolet.com and not on their own websites!

The only consistency I've found so far is that all of them claim the inventory on the websites is all sold out. So why post them at all?

Wentworth told me everything they have coming in is sold and starting from scratch now would take 3-4 months from order to delivery. I guess I'll stick with my orphan in Wilsonville.
