Of course you're right, and I thought about that too, but it still costs money to feed the red tape. Governments find ways to make things that are free & simple - expensive & complex. It's what they do.
At least for now, L2 in our city needs to be free. Installing 100 free L2 charging sites would serve as 100 little billboards, and raise awareness that their is an alternative to the status quo. We have a lot of outdoor hockey rinks that cost a lot to build, and maintain. Not all people in our city use them, so you could make the case that building & maintaining them is "unfair" to a number of our taxpayers. Just as hockey rinks are "free" to use, so too should be L2 charging stations.
EV's are largely misunderstood in my city, which is the biggest reason very few people drive them. Putting up barriers like charging for L2 may appease opponents of public charging - but the side effect becomes (another) reason to discourage the misinformed public from considering an EV (or people like me from using them). That benefits no one.
