Franchise laws (for good or bad) prevent automakers from dictating who dealers sell to. Since Tesla does not have dealers (yet), they can sell in any order they want.

In the case of the Model 3, the first units will go to current Tesla owners living on the West Coast of the US who order highly optioned cars. Within that subset, they will be delivered based on reservation order.

In the case of the Bolt, there have been no roll out plans announced, but they will be allocated by GM to dealers. Dealers are free to allocate them how they see fit. Based on deposits, a list, or who plays golf with the owner.

Some dealers are already taking deposits. Others will wait untill they can configure a car and actually place an order with the factory. Some will sell for MSRP, others will add a premium due to demand.
