Paint and spray foam drips along left and right edges of vehicle

I purchased a new Bolt LT a little over a week ago. It had a little over 40 miles on it when I bought it. I recently noticed that there are quite visible drips of what looks like black spray foam painted over in white (the exterior color of the car) on both the left and right lower edges of the vehicle, in particular the left (driver's) side.

I did not notice this at the dealership, as you need to be fairly low to the ground to see the problem, but it's disappointing to find this level of finish on a brand new vehicle. I'd be interested to know if this is a common issue. I've never seen anything like this on a new car before (I've looked at lots of other makes and models over the past few days, and all their paint work is very clean). I have attached a photo of the drips on the driver's side.
