A tire dealer should be able to reprogram the TPMS or some bidirectional scan tools can do the programming. As long as the offset, depth, etc are close, it should be possible to swap the rims. If the rim dimensions are too different, there could be differences in handling or the tires could hit the fenders when going over bumps in the road. Because wheels are both from GM vehicles, chances are good that the geometries will be similar, but it always good to verify the dimensions.
 
A Bolt EV weighs about 12% more than a Cruze. It would be nice if wheels had their load limit stamped on them but I don't think that they do. Maybe you could research the load limit for those Cruze wheels to be sure they will be safe on a Bolt.
 
I’ve been satisfied with the Michelin tires which were supplied with the car. I replaced two of the OEM tires which were worn and stayed with the same model. The OEM tires are a decent balance between performance and efficiency.

You can get a lot grippier tires, but it will significantly reduce your efficiency. Car and Driver did a tire test on an older Bolt a few years ago. Try a web search for that article.
 
I use 16" wheels on my 2017 Bolt which had 17". No problems. I prefer smaller wheels because tires are cheaper and I feel that more sidewall = more cushioning over rough pavement. The 5x105 bolt pattern is definitely rare. Good resources for checking wheel compatibility and comparing tire sizes are:
