The most recent revision to the EPA testing in for 2008 did add higher speed, warm temperature (95F) with air conditioning, and cold (20F) temperature testing. Presumably, they were only thinking about ICE vehicles where heat is essentially free but air conditioning can be expensive, rather than EVs where heat can be expensive, since there is no mention of heater use in the cold temperature test.https://www.fueleconomy.gov/feg/fe_test_schedules.shtml
