Is the green light slow flashing, solid, or fast flashing (then count the number of flash in the fast portion)? If a charging schedule has been set then it doesn't charge during the 'don't charge' time. For those of us that have a time of use power plan this is used so that it won't charge...
The only advantage I see for the LED replacements is lifetime. Having a headlight fail at night can be very annoying. A couple of decades ago I had both headlights fail while driving one night (not at the same time). It is easy for me to change the bulb but I think for most people that isn't true.
Our service update would have been $150 but they were already doing a software update covered under warranty/recall so they didn't charge for it. Since this is not considered safety/recall related service they don't have to do it for free. But some dealers have unnecessarily replaced brake...

This sounds like a problem that a dealer will likely be the best option. Limitations on charging can be because of a battery issue. If you have resolved this could you please post what was you found out and how it was resolved.
